Dover is the capital and second most populous city of the U.S. state of Delaware, after Wilmington, and the county seat of Kent County, anchoring the Dover metropolitan statistical area. Situated on the St. Jones River within the Delaware River coastal plain, it was established by William Penn and named for Dover in Kent, England.
